What is a charter school?

A charter school is a public school of choice. There is no tuition charged and student applicants are chosen by lottery, not grades or test scores. Traditional schools that convert to charter schools may keep their zone. Charter schools in Baltimore City are a part of the Baltimore City Public School System and are open to all residents of Baltimore City.

Charter school legislation was originally passed by the Maryland General Assembly in 2003 and is currently undergoing revisions to improve the legislation.
